The Government of the United Republic of Tanzania has taken steps to embark in a process of putting in place the Enhanced Integrated Framework (EIF), a global initiative for trade related capacity development in LDCs. There have been commendable efforts by MIT to coordinate trade policy through participatory processes. The government launched Tanzania Trade Integration Strategy (TIIS) in 2008 as a single framework for coordinating all trade, related initiatives in the country, and a Tanzania Trade Sector Programme as part of the operational arm of the TIIS. With the support of development partners, MIT successfully produced a well developed strategic framework around the TIIS and Trade Sector Development Programme (TSDP).
Some of the duties and responsibilities:
Reporting to the Director of Policy and Planning in MIT and working closely with UNDP Programme Specialist -PSD/Trade, the National Project Coordinator will perform the following duties:
Timely and efficient development and implementation of activities under the Capacity Development for Mainstreaming Trade project.
Coordinate the above activities and forge linkages and synergies with other trade related projects in MIT (like the UN¬SECO project),
Engage trade related Ministries, Departments and Agencies (MDAs), the Donor Facilitator, development partners to ensure Trade Related Technical Assistance projects are prioritized and aligned with National/Sector Development Plans and respond to DTIS priorities
In close collaboration with the UNDP Programme Specialist, support the recruitment of consultants and supervise the work of consultants
Coordinate the formulation and approval of TIER 2 projects with a view to translate the Diagnostic Trade Integration Study (DTIS) Action Matrix activities into bankable projects for the EIF Trust Fund and in-country donor funding
Prepare quarterly advance requests in accordance with UNDP 'National Implementation Guidelines and oversee disbursement of funds to Responsible Parties
Maintain oversight of the project budget and authorize spending for approved activities in accordance to the rules and regulations of Government and the UNDP. Ensure timely reporting on disbursed funding and retirement of unspent funds;
Facilitate the planning and implementation of Annual Work plans, project field monitoring, reporting, auditing, creation of risk register logs, project Board meetings and carry out annual performance reviews and mid-term evaluations
Academic Qualifications, Experience and Skills:
Minimum of a Masters degree in Economics, international trade or related discipline.
At least five years relevant work experience in the areas of trade development, value chain development in the development context.
At least five years experience in project and programme management and implementation.
Familiarity with government administrative procedures as well as UNDP National Implementation modalities. Knowledge and understanding of national government systems as well as UNDP National Implementation modalities.
